COUNCILLOR DAVID ROGERS OBEVice Chair, East Sussex's Health Overview and Scrutiny CommitteeDavid has been involved in Sussex local politics for over 30 years, firstly in Brighton, and since 1989 in Newhaven. Over that period he has held a range of significant positions in Lewes District Council and East Sussex County Council, and also been involved with regional and sub-regional bodies. He is currently Vice Chair of East Sussex's Health Overview and Scrutiny Committee, and nationally is Chair of the Local Government Association's Community Wellbeing Board. In recognition for his services to local government in East Sussex, David was awarded an OBE in June 2004. |

DAVID BEHANDirector General, Social Care, Local Government and Care PartnershipsDavid Behan is the Department of Health's Director General of Social Care, Local Government and Care Partnerships. He joined the Department in September 2006. Before joining the Department, David was the first Chief Inspector of the Commission for Social Care Inspection. From 1996 to 2003 he was Director of Social Services, London Borough of Greenwich and a member of the Greenwich Primary Care Trust Board and the Professional Executive Committee. Throughout 2003 he was the President of the Association of Directors of Social Services. Between 1989 and 1996 David was Director of Social Services with Cleveland County Council, having been Senior Assistant Director and Deputy Director there. Following Local Government reorganisation, he held the position of Director of Social Services for Middlesbrough Council. Between 1984 and 1989 David was employed by Avon County Council in a variety of head office posts and as an area manager in North Bristol. From 1978 to 1984 David was employed by Wakefield Metropolitan District Council Social Services Department, working initially as a social worker and then as a team manager in Children's Services. David was born and brought up in Blackburn in Lancashire and graduated from Bradford University in 1978. He was awarded a CBE in 2003, and in 2004 was awarded an Honorary Doctorate in Law by Greenwich University. He is married with two sons. |
DR PAULINE LANERegional Programme Manager for the Joint Improvement Partnership in the East of England.Pauline works as the JIP Regional Programme Manager supporting the development and integration of the fifteen JIP programmes - working to improve adult social care across the East of England (see http://www.jipeast.org/) Pauline originally trained as an academic and researcher and has worked as an International Programme Manager for the children's charity Plan International, as a National Programme Lead for BME Elders (Department of Health) and as Director of Research for HARP (Health for Asylum Seekers and Refugees Programme). She has also lived and worked with indigenous communities around the world and works as a sculptor in her spare time. |

KATE JONESSenior Research AdvisorWorking as a Senior Research Advisor since 2007, Kate's role involves conducting Connected Care audits across England, developing research tools, and providing support and training to community researchers. Kate leads the Connected Care project in Brandon and leads our work in rural areas. Kate is also currently undertaking research within Suffolk with carers. Kate previously worked as a researcher for a Non Departmental Public Body, where her role involved designing and conducting a wide range of research projects with community groups. |

FRANK NIGRIELLODirector of Corporate Affairs, Unipart Expert PracticesFrank Nigriello is Unipart Group's Director of Corporate Affairs and a board director of Unipart Expert Practices. Through those roles, he has led a number of innovative learning developments both within Unipart and in client companies. He began his career as a freelance journalist, then led communications departments in IBM and Barclays Bank. In Unipart Group, a company widely recognised as being at the cutting edge of business transformation in Britain, Frank has led breakthrough initiatives in leadership development, IT application development and organisational learning; and established and ran a successful consultancy business. It was Unipart's success in using learning as a lever for driving sustainable change that led Frank to develop a consultancy business delivering projects such as a pilot learning portal for the bioscience community in collaboration with Oxford Brookes University. Frank has helped to develop a corporate university for the BusinessLink Network, to create learning strategies for companies in the construction industry, and with six companies in Stoke on Trent, to develop the "University on the Shop Floor" -- a £3.5m project in which Frank designed and developed a learning network for the ceramic industry. A passionate advocate for the use of learning in organisational change, Frank is a frequent conference speaker and contributor to publications. He has worked on several public policy projects and chairs Oxfordshire's Economic Partnership, the county's Employment and Skills Board and is a member of the South East Regional Economic Delivery Council. |

JO WEBBERDirector of Policy and Strategy, NHS ConfederationPrior to her current post, Joanna (Jo) Webber worked as a policy manager with The NHS Confederation, following her previous role as director of clinical services at Broxtowe and Hucknall PCT with responsibility for provided services; workforce issues, which included employee relations, staff development, and recruitment and retention initiatives; clinical risk and quality assurance; and partnership working and joint commissioning. Jo Webber was previously acting director of operations and assistant director of nursing at Nottingham Community Health NHS Trust and a member of Nottinghamshire's Joint Commissioning Forum for Children's Services and the Children's Trust Steering Group. Her policy areas at The NHS Confederation include children's policy, older people and adult social care, public health and partnerships/local strategic partnerships, as well as PCT issues and futures. |

SIR MICHAEL RAWLINSChairman, National Institute of Health & Clinical Excellence (NICE)Sir Michael Rawlins has been Chairman of the National Institute of Health & Clinical Excellence (NICE) since its formation in 1999. He is also an Honorary Professor at the London School of Hygiene and Tropical Medicine, University of London, and Emeritus Professor at the University of Newcastle upon Tyne. He was the Ruth and Lionel Jacobson Professor of Clinical Pharmacology at the University of Newcastle upon Tyne from 1973 to 2006 .At the same time, he held the position of Consultant Physician and Consultant Clinical Pharmacologist to the Newcastle Hospitals NHS Trust. He was Vice-Chairman (1987-1992) and Chairman (1993-1998) of the Committee on Safety of Medicines; and Chairman of the Advisory Council on the Misuse of Drugs (1998-2008). |

CAROLINE BAKER RMNPG Dip Approved Trainer DCMCaroline Baker is the Dementia Services Director for Four Seasons Health Care. Caroline currently works across England, Scotland and Northern Ireland developing person centred care within the care homes and has used DCM extensively for a number of years. Caroline was Highly Commended as one of 5 finalists short-listed for the Nursing Times 'Rising Star Awards' 2003 and was successful in obtaining a West Midlands Scholarship to join the Kerala Initiative, training health care professionals in Southern India in 2004 and 2005. The Dementia Services Care Team received an Excellence Network Award in June 2009 for Training and Development and the Guy Rotherham Award (NHS Improvement Foundation) in October 2009 for the PEARL Project. |

LIAM HUGHESNational Advisor for Healthy Communities, IDeALiam Hughes joined the IDeA in September 2006, seconded from his post as Chief Executive of East Leeds Primary Care Trust (PCT). He was subsequently appointed to the substantive post in the IDeA. As Chief Executive in East Leeds, he led the NHS partnership activities with Leeds City Council and the Leeds Initiative (LSP). He was co-chair of the Healthy Leeds Alliance, also acting as lead commissioner for services for children and young people. Liam joined the NHS in 2002, after a career in local government. He was Strategic Director for Health, Social Services, Early Years and Youth/Community Services for the City of Bradford from 1995. Here he led for the council on Local Agenda 21 and Health Action Zone. He was the Chief Social Services Officer for Kirklees Metropolitan Borough Council from 1990 and Assistant Director for Community Care from 1985. Before that he held senior roles with the London Borough of Barnet and as a Mental Health Practitioner and Team Leader in the London Borough of Lambeth. Liam is a qualified social worker. He has been an advisor to the Social Exclusion Unit, Department for Education and Skills and the Local Government Association. He is a trustee of the Policy Research Institute for Ageing and Ethnicity. He served as a Non-Executive Director of the Health Development Agency between 2000 and 2005. He has also contributed to the Institute for Public Policy Research workstreams on the future of health and social care professions. |

RICHARD JONESVice President, The Association of Directors of Adult Social CareRichard is Executive Director of Adult & Community Services at Lancashire County Council and Vice President of the Association of Directors of Adult Social Services. Richard qualified as a Social Worker in 1984 and worked in a range of practitioner and management roles in Bolton, Manchester, Cleveland and St. Helens. Richard was appointed Director of Social Services in St. Helens in 1996 and moved to the Social Services Inspectorate in 2001 as Assistant Chief Inspector. In 2003 Richard took on the role of Director of Social Services in Lancashire and in 2005 became Executive Director with responsibility for adult social care, community, cultural and customer services. Richard has been the Chair of the North West Joint Improvement Partnership for the last 3 years and was recently a member of the Social Work Task Force. Richard is interested in supporting change through engagement with citizens and front line staff and has been a long time champion of the agenda around carers. |
